Magisterial district judges are the frontline of Pennsylvania’s judicial system. They are the first – and sometimes only – member of the state’s judiciary that residents encounter. The 512 locally elected officials issue arrest and search warrants, and also emergency protection orders when the county courthouse is closed. They oversee arraignments, set bail, and hold criminal preliminary hearings. They hear complaints in civil matters involving possible damages of up to $12,000, mediate landlord-tenant disputes, and perform weddings. Any registered voter who is at least 21 years old can hold this position. District judges must live within the districts they serve, a rule designed to keep courts connected to residents. The mandatory retirement age is 75.
District judges don’t have to be lawyers, but if they are not, the job requires four weeks of legal training and successful completion of a certification exam, as well as annual legal classes. About 35 percent of the state’s district judges have law degrees, said Daniel Baranoski, a district judge in Bucks County and president of the Special Court Judges Association of Pennsylvania. In Susquehanna County approximately 7% (two MDJs) have been attorneys, and none have been a Public Defender.
Many non-lawyers have some prior experience with the criminal justice system, such as serving as a constable, law enforcement officer or probation officer. Gregory Scheer was a PA State Constable, is a Codes Enforcement Officer, and had a military career where service members needed to adhere to the Uniformed Code of Military Justice. As an Officer, Greg was required to enforce the UCMJ.
Three out of four district judges are men. Over the past 15 years, the percentage of women serving in these roles has grown slightly, by 2 percent.
Unlike common pleas and appellate court judges, who are subject to simple yes/no retention votes every 10 years, district judges must run for re-election every six years. While it’s uncommon for these judges to lose, it happens. There also is no limit to the number of terms district judges can serve before they reach retirement age.
The average tenure of today’s sitting district judges is 12 years, according to state court administrators.

Greg was born in Susquehanna, in the old hospital, and lived in Great Bend until school age. His mother was from Great Bend (Everett), and his father was from Vestal. Graduating from Honesdale High School, Greg immediately attended Air Force basic training. He was an aircraft armament systems technician for eight years and, as a Staff Sergeant and having earned his bachelor's degree, Greg was selected for Officer’s Training School and Pilot Training. Most of his flying career was in the KC-135, conducting air refueling. He commanded missions such as Special Operations Air Refueling missions over Iraq and Afghanistan, Bosnia, and Kosovo. He was an instructor and check pilot. With over 13 years overseas, Greg was also a Staff Officer and had duty in Korea as the peninsula’s Air Mobility Plans Chief; and was the Joint Duty Officer in Korea’s Demilitarized Zone, communicating with North Korea on behalf of UNCMAC. He finished his career flying more combat missions in the U-2. Greg flew over 120 aerial combat missions, total. In 2008 and after 26 years, with an associate, bachelor, and master's degrees, he retired from the military as a Command Pilot, and at the rank of Lieutenant Colonel. Shortly after USAF retirement, with his wife Carrie and their two young children, they moved back home to Susquehanna County. They live in Bridgewater Township. Carrie and Greg own a successful inspection company. Greg is an instructor pilot, was an adjunct professor at Lackawanna College, substitute teaches at MASD, was a PA State Constable, worked in the EOC as the Plans Chief (volunteer), and is currently a Codes Enforcement Officer. Greg earned his USCG Captain 25-Ton Master license, and an Amateur Radio General license (N3BBJ). Occasionally, Greg is a Chef at the Montrose VFW. Greg does not sit still, is an active communicator, and has a driven “can-do” attitude.
